    THAT the agenda for the May 6, 2025, Regular Meeting of Council be approved.

Council to acknowledge the April 26 tragedy in Vancouver at the Lapu-Lapu Day festival. A moment of silence to be observed for those who lost their lives and families impacted.

Representatives from the City's Green Team Committee, to present an update regarding the Committee's initiatives and success including recent Earth Day activities.

Laura Barroetavena, Director of Financial Services, to introduce Sean Reid and Jobin Biju, with KPMG Enterprise, who will present the 2024 Audit Findings. 

  • Recommended Motion:

    THAT Council:

    1. Accept the City’s 2024 financial statements and direct the Mayor and Director of Financial Services to sign the Consolidated Statement of Financial Position and forward the completed financial statements to the province as required by May 15, 2025; AND
    2. Direct staff to present the City’s 2024 financial statements along with the 2024 annual report at the June 24, 2025 Council meeting; OR
    3. Other.

  • Recommended Motion:

    THAT the following item be received into the record:

Correspondence received from the Save Your Skin Foundation requesting communities proclaim the month of May as Melanoma Awareness Month as a reminder of the importance of sun safety and to raise awareness of the potential risks of over-exposure to UV rays.

City Staff have recently completed the annual Committee Recruitment process for 2025. Memo to Council dated May 1, 2025 regarding new and recently retired committee members. 

An opportunity for Council to provide comment to Metro regarding Delta's request to redesignate a 1.61-hectare site  from Agricultural to General Urban, to accommodate 60 townhouses.

Samantha Maki, Director of Engineering & Operations, to provide an overview of staff’s proposed plan to transition the Active Transportation Advisory Committee (ATAC) from an advisory committee to Council, to a staff-led technical working group.

  • Recommended Motion:

    THAT Council:

    1. Approve the transition of the Active Transportation Advisory Committee (ATAC) from an advisory committee to Council, as defined by the City Committees Policy C102, to the Community Safety Working Group under the authority of the CAO, as presented at the May 6, 2025 Council meeting; OR

    2. Other.

Laura Barroetavena, Director of Financial Services, to provide an overview of the 2026 Business Plan Guidelines and Timeline which staff will use to prepare the 2026 – 2030 Five Year Financial Plan.

  • Recommended Motion:

    THAT Council:

    1. Approve the 2026 Business Plan Guidelines and Timeline as presented at the May 6, 2025 Regular Council meeting; AND
    2. Approve the amendment to the 2025 Council Meeting Schedule to reflect Budget Deliberation dates of December 9 and 10, 2025; OR
    3. Other.

Colin O'Byrne, Manager of Planning, to present an application for a development variance permit to vary the minimum lot area and maximum gross floor area for a home-based business at 17612 Ford Road Detour.

  • Recommended Motion:

    THAT Council:

    1. Authorize issuance of Development Variance Permit No. 2025-002 to vary the maximum gross floor area and minimum lot size for a home-based business at 17612 Ford Rd Detour; OR

    2. Other.

Laura Barroetavena, Director of Financial Services, to provide an overview of the 2025 Utility Fee Bylaws and the 2025 to 2029 Financial Plan Bylaw.

  • Recommended Motion:

    THAT Council:

    1. Grant first, second, and third readings to the 2025 – 2029 Financial Plan Bylaw No. 3024, 2025; AND
    2. Grant first, second and third readings to the Drainage System Protection Amendment Bylaw No. 3022, 2025; AND
    3. Grant first, second and third readings to the Sanitary Sewer and Drainage Amendment Bylaw No. 3020, 2025; AND
    4. Grant first, second and third readings to the Solid Waste Collection and Disposal Amendment Bylaw No. 3021, 2025; AND
    5. Grant first, second and third readings to the Waterworks Amendment Bylaw No. 3019, 2025; OR
    6. Other.

Laura Barroetavena, Director of Financial Services, to provide an overview of the 2025 Annual Tax Rates Bylaw No. 3023, 2025, to set the 2025 property tax rates.

  • Recommended Motion:

    THAT Council:

    1. Grant first, second and third readings to the 2025 Annual Tax Rates Bylaw No. 3023, 2025; OR

    2. Other.

Kate Barchard, Corporate Officer, to provide Council with a repeal bylaw to repeal 65 expired financial bylaws that are no longer in force.

  • Recommended Motion:

    THAT Council:

    1. Grant first, second and third readings to the “1971 - 1981 Financial Bylaws Repeal Bylaw No. 3009, 2025” to repeal expired or otherwise obsolete financial bylaws, as presented at the May 6, 2025 Council Meeting; OR

    2. Other.
