1. City of Pitt Meadows Receives GFOA Canadian Award for Financial Reporting for the 2019 Annual Financial Report 

The Canadian Award for Financial Reporting has been awarded to City of Pitt Meadows for the 6th consecutive year, by Government Finance Officers Association of the United States and Canada (GFOA) for its Excellence in Financial Reporting.

2. LMLGA Resolutions Update

Councillor MacDonald to provide an update on the City's two taxation resolutions that were considered at the Lower Mainland Local Government Association (LMLGA) Conference this past week.

1. Agricultural Land Commission Subdivision Application for 14351 and 14221 McKechnie Road (File 6635-20-2021-01)(Page 15) 

Anne Berry, Director of Planning and Development, to present a subdivision application for 14351 and 14221 McKechnie Road.

THAT Council:

A. Direct Staff to forward to the Agricultural Land Commission, with a recommendation of support, the subdivision application to adjust the lot line boundary between 14351 and 14221 McKechnie Road; OR

B. Other.


2. Regional Context Statement Amendment, Official Community Plan Amendment and Rezoning Application for 12621 Harris Road (File 6480-20-2020-01)(Page 28) 

Anne Berry, Director of Planning and Development, to present an application for a portion of 12621 Harris Rd to permit approximately 352 residential units.

THAT Council:

A. Deny the Regional Context Statement Amendment, Official Community Plan Amendment and Rezoning Application for 12621 Harris Road for a high-density residential development; OR

B. Other.


3. Consent to Metro Vancouver Regional District Mosquito Control Service Amending Bylaw No. 1320, 2021 - Amends Bylaw 1164, 2012 (Page 105)

Kate Barchard, Corporate Officer, to give an overview of the request for approval from Metro Vancouver for an amendment to their mosquito control service bylaw. 

THAT Council:

A. Consent to the approval of the adoption of Metro Vancouver Regional District Mosquito Control Service Amending Bylaw No. 1320, 2021 on behalf of the electors; AND

B. Direct staff to notify the Metro Vancouver Regional District Board of its consent; OR

C. Other.


4. Acoustical Consultant Budget Approval for Peer Review of Road and Rail Improvements Project - Noise and Vibration Study and Additional Assessment along Rail Corridor (File 16-8330-01/21)(Page 111)

Justin Hart, Project Manager - Major Projects, to request funding for a consultant to assess noise and vibration levels along railway corridor.

THAT Council:

A. Approve a budget of $75,000 funded by the Operating Reserve to conduct an independent Peer Review of the Road and Rail Improvements Project - Noise and Vibration Study and collect and analyze additional data along the rail corridor in relation to existing operations and associated noise and vibration exceedances; OR

B. Other.


L. BYLAWS & PERMITS

1. Renewal of Adjudication Agreement - City of Coquitlam (Page 116)

Alex Wallace, Manager of Community Development, to provide an overview of the City's agreement with the City of Coquitlam to provide bylaw offence adjudication services to the City of Pitt Meadows.

THAT Council:

A. Grant first, second and third readings to the Bylaw Enforcement Notice Adjudication Services Agreement Amendment Bylaw No. 2889, 2021; OR

B. Other.


2. Repeal of Obsolete MACAI Bylaw (File 01-0360-01)(Page 125)

Kate Barchard, Corporate Officer, to present a recommendation to repeal the current MACAI bylaw as it is now obsolete.

THAT Council:

A. Grant first, second, and third readings to the MACAI Repeal Bylaw No. 2893, 2021; OR

B. Other.


3. Development Permit Application for Golden Ears Business Park Phase 4 (File 3060-20-2019-07)(Page 136)

Staff to provide an overview of the development permit application for Phase 4 of the Golden Ears Business Park.

THAT Council:

A. Approve issuance of Development Permit No. 2021-005 for Golden Ears Business Park Phase 4 at 11208 Harris Road; OR

B. Other.


4. Development Variance Permit Application for 19800 Lougheed Hwy (File 3090-20-2021-01)(Page 231)

Alex Wallace, Manager of Community Development to provide an overview of the application for a pre-menu sign located within the Tim Horton's drive through at 19800 Lougheed Highway.

THAT Council:

A. Approve the issuance of Development Variance Permit No. 2021-001 for 19800 Lougheed Highway as presented at the May 18th, 2021 Regular Meeting of Council; OR

B. Other.

O. QUESTION AND COMMENT PERIOD 

This meeting's proceedings will be broadcast live via the city's website and available as a recorded archive from the city's website over the internet, worldwide. The name and address of speakers and any comments made during the question period will form part of the public record.
As per the Community Charter (ss. 132-133), the Chair at a council meeting must preserve order. If the Chair considers that another person at the meeting is acting improperly or disrupting the council meeting, that person's behavior will be addressed. The Chair may order the person expelled from the meeting should the person choose to not adhere to the decisions of the Chair.
The following guidelines apply to the Question and Comment Period for all Council Meetings:
* Maximum time of Question & Comment Period is fifteen minutes at the beginning of the meeting and fifteen minutes at the end of the meeting;
* Each person appearing before Council is limited to one question or comment per person until all persons have had an opportunity, then to a maximum of three questions or comments;
* Persons present at the meeting are welcome to ask questions or comments on city-related topics; 
* Questions or comments should stay within a time frame of 3 minutes, which includes time for a response from the Council;
* Questions or comments will not be permitted on items on the agenda referred from a concluded Public Hearing;
* Those appearing before Council must state their full name and city of residence, with the option to include other details such as address or neighbourhood, if it is helpful to the conversation;
* Those appearing before Council should address their questions or comments to the Chair;
* The Mayor is to be addressed as Mayor Dingwall and Councillors by that Councillor's surname preceded by Councillor. If Council wishes to pass a motion as a result of input received during the Question Period relative to an issue that is not on the agenda, a motion to temporarily suspend the rules is required.
