Carleen McDowell, Rain Pierre and KFN member to present Territory Land Acknowledgement Plaques that will be installed in all City facilities.

For the 9th consecutive year, the Canadian Award for Financial Reporting is being awarded to City of Pitt Meadows, by Government Finance Officers Association of the United States and Canada (GFOA) for Excellence in Financial Reporting.

Mayor MacDonald to recognize the annual event that celebrates the hard work and dedication of the City's Public Works Department.

Following international Pi Day, recognized annually on March 14th, Council to congratulate a nine-year-old Pitt Meadows resident, Lucas Mason Yao, who is the fifth-ranked Canadian on the world pi memorization list with recognizing 2,030 digits.

An opportunity to celebrate the community partnership between the City of Pitt Meadows, Ridge Meadows Minor Baseball Association and the many local sponsors who recently made significant renovations to a ball diamond located at Pitt Meadows Athletic Park.

Laura Barroetavena, Director of Financial Services, to introduce Sean Reid and Arianna Castonguay, with KPMG Enterprise, who will present the 2023 Audit Findings.

  • Recommended Motion:

    THAT Council:

    1. Accept the City’s 2023 financial statements and direct the Mayor and Director of Financial Services to sign the Consolidated Statement of Financial Position and forward the completed financial statements to the province as required by May 15, 2024; AND

    2. Direct staff to present the City’s 2023 financial statements along with the 2023 annual report at the June 25, 2024 Council meeting; OR

    3. Other.

Diane Chamberlain, Director of Parks, Recreation and Culture, to present an overview of the proposed amendments to Council Policy C059 - Sponsorship and Advertising of City Owned or City Managed Assets.

    THAT Council:

    1. Approve the amendments to Council Policy C059 - Sponsorship and Advertising of City Owned or City Managed Assets, as presented at the May 7, 2024 meeting of Council; OR

Laura Barroetavena, Director of Financial Services, to provide an overview of the 2025 Business Plan Guidelines and Timeline which staff will use to prepare the 2025 – 2029 Five Year Financial Plan.

  • Recommended Motion:

    THAT Council:

    1. Approve the 2025 Business Plan Guidelines and Timeline as presented at the May 7, 2024 Regular Council meeting; AND
    2. Approve the amendment to the 2024 Council Meeting Schedule to reflect Business Plan presentation dates of November 25 and 26, 2024; OR
    3. Other.

Alina Torres, Manager of Engineering and Facilities, to present an overview of a fill deposit application for Lot 39 McNeil Road, to import structural and preload fill for the construction of a single family dwelling and auxiliary farm structure.

  • Recommended Motion:

    THAT Council:

    1. Approve the issuance of a Soil Removal and Fill Deposit Permit to import structural and preload fill for the construction of a single family dwelling and auxiliary farm structure at Lot 39 McNeil Road, as presented at the May 7, 2024 Regular Council meeting, with the following conditions:
      1. Issuance of a Highway Use Permit for hauling of fill, prohibiting roadside parking or staging; AND
      2. The proposed fill placement activities must be conducted in compliance with all applicable requirements as outlined in the City of Pitt Meadows Soil Removal and Fill Deposit Bylaw; AND
      3. The permanent fill placement activities are restricted to an area of 1488 m2; AND
      4. The total allowed volume of material to be placed is limited to 1290 m3 of temporary preload fill and 1457.5 m3 of permanent structural fill; AND
      5. All existing topsoil should be salvaged for use on the property where appropriate; AND
      6. Execution and monitoring of Erosion and Sediment Control (ESC) measures as prescribed by the qualified professional and as required per best management practices; AND
      7. Implementation of all geotechnical recommendations for site preparation, foundation design and field review as recommended by Able Geotechnical Ltd.; OR
    2. Other.

    1. Adopt 2024 – 2028 Financial Plan Bylaw No. 2979, 2024;AND
    2. Adopt the Drainage System Protection Amendment Bylaw No. 2978, 2024; AND
    3. Adopt the Sanitary Sewer and Drainage Amendment Bylaw No. 2976, 2024; AND
    4. Adopt the Solid Waste Collection and Disposal Amendment Bylaw No. 2977, 2024; AND
