Fire Chief, Stephane Drolet, to provide an overview of a grant opportunity from Union of BC Municipalities ['UBCM'] for EOC Training and EOC Mobile Supplies in the event that the City's EOC requires relocation during an emergency event. 

  • Recommended Motion:

    THAT Council:

    1. Endorse Staff’s application to the UBCM Emergency Operation Centre (EOC) Training and EOC Mobile Supplies grant for $28,625 in funding in order to financially support the relocation of the EOC from the Fire Hall in the event of an emergency; OR
    2. Other.

Christine Carter, Manager of Strategic Initiatives and Tia O'Grady, Manager of Communications & Civic Engagement, to present and seek Council feedback on the draft communication strategy related to the new provincial housing legislation.

  • Recommended Motion:

    THAT Council:

    1. Receive for information the presentation on “New B.C. Housing Legislation: Communications Strategy –Approach”, as delivered at the April 9, 2024 Regular Council Meeting; OR
    2. Other.

Tia O'Grady, Manager of Communications & Civic Engagement, to present Council with a communication postcard to promote the City's advocacy during the Lower Mainland Local Government Association ["LMLGA"] Conference being held May 1 - 3, 2024. 

Kate Barchard, Corporate Officer, to present the annual requirements to maintain the Pitt Meadows Economic Development Corporation in good standing, as per the Business Corporations Act of BC.

  • Recommended Motion:

    THAT Council:

    1. Authorize the City, being the sole shareholder of the Pitt Meadows Economic Development Corporation (the “Company”), to consent to the written resolutions of the Company, as presented to Council at the April 9, 2024 public meeting, in lieu of holding an annual general meeting; AND
    2. Direct the City’s authorized signatories to sign the resolutions of the Company on behalf of the City of Pitt Meadows; OR
    3. Other.

Colin O'Byrne, Manager of Planning, to present a rezoning application for the property at 12469 191B Street to develop 13 townhouse units.

  • Recommended Motion:

    THAT Council:

    1. Direct staff to advise the applicant of the proposed townhouse development at 12469 191B Street, to host a development information meeting as outlined in the Staff Report dated March 21, 2024; OR

    2. Other.

Samantha Maki, Director of Engineering & Operations, to provide an overview of Tetra Tech's recently conducted 'Localized Truck Route Feasibility Study'.

  • Recommended Motion:

    THAT Council:

    1. Receive for information the summary report titled “Localized Truck Route Feasibility Study - Overview” as presented at the April 9, 2024 Council Meeting; AND

    2. Support implementation of the recommended improvements as outlined in Option 1– Upgrade the Existing Truck Route; OR

    3. Other.

Samantha Maki, Director of Engineering & Operations, to provide an overview of backflow requirements and cross-connection control program, including next steps for the agricultural areas with regards to backflow device installation.

  • Recommended Motion:

    THAT Council:

    1. Endorse the approach to addressing the requirement for installation of backflow devices and continued implementation of the City’s Cross-Connection Control Program, as presented at the April 9, 2024 Regular Council Meeting; OR
    2. Other.

Samantha Maki, Director of Engineering & Operations, to present minor amendments to the Waterworks Bylaw in relation to backflow prevention, typical details and permit fees.

  • Recommended Motion:

    THAT Council:

    1. Grant first, second, and third readings to the Waterworks Amendment Bylaw No. 2984, 2024 as presented at the April 9, 2024 Council meeting; OR

    2. Other.

Colin O'Byrne, Manager of Planning, to provide an overview of Zoning Text Amendment Bylaw No. 2966, 2024 and submission of comments and recommendation to the Liquor and Cannabis Regulation Branch, to permit a new cannabis retail store at 112 – 19150 Lougheed Highway.

  • Recommended Motion:

    THAT Council:

    1. Adopt Zoning Text Amendment Bylaw No. 2966, 2024, to permit a new cannabis retail store at 112 – 19150 Lougheed Highway; AND

       

    2. Recommend to the Liquor and Cannabis Regulation Branch that the Cannabis Retail Store licence for Kelo Cannabis at 112 – 19150 Lougheed Highway be issued; AND

       

    3. Direct staff to forward to the Liquor and Cannabis Regulation Branch the written comments attached to the report titled “Rezoning Application and Cannabis Retail Store Licence  for 112 – 19150 Lougheed Highway” as presented to Council on April 9, 2024; OR

       

    4. Other.

Patrick Ward, Director of Planning & Development, to provide an overview of Bylaw Notice Enforcement Amendment Bylaw No. 2981, 2024 which would amend the home-based business section references and penalties in Bylaw Notice Enforcement Bylaw No. 2439, 2009.

  • Recommended Motion:

    THAT Council:

    1. Grant first, second and third readings to the Bylaw Notice Enforcement Amendment Bylaw No. 2981, 2024 as presented at the April 9, 2024 Council Meeting; OR

    2. Other.

Council gave first three readings to Bylaw Notice Enforcement Amendment Bylaw No. 2974, 2024 on March 12, 2024.

    THAT Council:
