After three years of extensive review, research and consultation, the Province of BC has granted approval for the City of Pitt Meadows to establish an autonomous RCMP detachment.

Samantha Maki, Director of Engineering & Operations, Cameron Reimer, Manager of Operations and Fire Chief, Mike Larsson, to provide Council an overview of the City's flood protection, preparedness and response to the recent atmospheric river event impacting the province. 

Bryan Vinje, Deputy Fire Chief, to provide an overview of the funding request for equipment and training opportunities for Pitt Meadows Fire and Rescue Services in order to deliver urgent support to the community in the event of severe flooding as experienced November 13 – 15, 2021.

  • Recommended Motion:

    THAT Council:

    1. Approve a one time budget of $45,000, funded by the Future Capital Reserve, for the purchase of flood water rescue equipment and related training, including the purchase of one (1) inflatable rescue boat and personal protective equipment, for use by Fire & Rescue Services to perform citizen rescues during major flooding events; OR
    2. Other.

  • Recommended Motion:

    THAT the following items be received into the record:

Letter dated November 24, 2021 from Deputy Minister of Agriculture, Food and Fisheries, Tom Ethier, in response to the City's letter and advising that the project is not being reviewed under the provincial Environmental Assessment Act as it does not meet project threshold criteria.

Samantha Maki, Director of Engineering & Operations, to share with Council the results of RFP No. 2021-13 – New Autonomous RCMP Detachment – Consulting Services.

  • Recommended Motion:

    THAT Council:

    1. Direct staff to award the professional services contract to KMBR Architects Planners Inc., in the amount of $991,349 (inclusive of disbursements and exclusive of GST), for the design, tender, contract administration, and close-out for the new autonomous RCMP detachment and related projects; AND
    2. Approve $1,000,000 to be funded from the Major Building Reserve to accommodate the associated consulting services; OR
    3. Other.

Anne Berry, Director of Planning & Development, to present Council with proposed amendments to Council Policy C026.

  • Recommended Motion:

    THAT Council:

    1. Approve the amendments to Council Policy C026 Temporary Accessory Dwellings in the ALR as presented at the November 30, 2021 meeting of Council; OR

Anne Berry, Director of Planning & Development, to present Council an application from Sky Helicopters for a Temporary Use Permit to allow for special events.

  • Recommended Motion:

    THAT Council:

    1. Approve issuance of Temporary Use Permit No. 2021-001 to Sky Helicopters to allow for special events to be held at their hangar located at #170-18799 Airport Way; OR
    2. Other

Anne Berry, Director of Planning & Development, to present Council an application for 19334 117B Ave requesting a variance to lot width for the construction of a duplex.

  • Recommended Motion:

    THAT Council:

    1. Approve the issuance of Development Variance Permit No. 2021-002 for 19334 117B Ave as presented at the November 30, 2021 Council Meeting; OR
    2. Other.

Anne Berry, Director of Planning & Development, to present a revised application to rezone the property at 12469 191B St. to permit construction of a 21 unit, four-storey condominium building.

  • Recommended Motion:

    THAT Council:

    1. Grant first reading to Zoning Amendment Bylaw No. 2853, 2020; AND
    2. Direct the applicant of 12469 191B St to hold a Public Consultation Meeting, in accordance with Council Policy C015, to gather feedback from the surrounding residents; AND
    3. Refer the application for 12469 191B St to the City’s Advisory Design Panel; OR
    4. Other.
  • Recommended Motion:

    THAT Council:

    1. Adopt Filming Fee Amendment Bylaw No. 2880, 2021; OR
    2. Other.
