Council to recognize Fire Chief Mike Larsson and Paid-on-Call Assistant Chief Dave Saddler, for their heroic rescue of a citizen and their dog from a vehicle fire on February 4, 2022.

Carleen McDowell, Manager Recreation and Culture, to present Council with a policy that supports access for residents to participate and engage in Parks, Recreation and Culture opportunities.

  • Recommended Motion:

    THAT Council:

    1. Approve the amendments to the Access & Inclusion Council Policy C078 as presented at the March 8th, 2022 meeting of Council; OR
    2. Other.

Carleen McDowell, Manager Recreation and Culture, to present Council with a policy that guides allocation of City spaces in a fair and equitable manner.

  • Recommended Motion:

    THAT Council:

    1. Approve the amendments to the C088 as presented at the March 8th, 2022 meeting of Council; OR
    2. Other.

Carleen McDowell, Manager Recreation and Culture, to present Council with a policy that is intended to enhance City programs, events and services, and provide opportunities for citizens to engage and connect with their community.

  • Recommended Motion:

    THAT Council:

    1. Approve the amendments to the C090 Volunteer Program Policy as presented at the March 8th, 2022 meeting of Council; OR
    2. Other.

Kate Barchard, Corporate Officer, to provide Council with a preliminary report regarding election planning.

  • Recommended Motion:

    THAT Council:

    1. Pursuant to section 58 of the Local Government Act [appointment of election officials]:
      1. Appoint Kate Barchard, Corporate Officer, as the Chief Election Officer to conduct the 2022 general local and school elections with power to appoint other election officials as required for the administration and conduct of the elections; AND
      2. Appoint Tanya Barr, Deputy Corporate Officer, as the Deputy Chief Election Officer for the 2022 general local and school elections; OR
    2. Other.

Mark Roberts, Chief Administrative Officer, to provide an overview of the 2021 Fourth Quarter Report to the Community celebrating staff and Council achievements. 

  • THAT Council:

    1. Receive for information the 2021 Fourth Quarter Report to the Community highlighting the work and accomplishments of the City between October 1 to December 31, 2021; OR
    2. Other.

Alina Torres, Manager Engineering and Facilities, to provide an overview of a Soil Removal and Fill Deposit application required to prepare the subgrade soil prior to the construction of a farm structure at 17982 Ford Road. 

  • Recommended Motion:

    THAT Council:

    1. Approve the issuance of a Soil Removal and Fill Deposit Permit for 17982 Ford Road to remove 2430 m3 of soil and deposit 1254 m3 of fill, with the following conditions:
      1. Issuance of a Highway Use Permit for hauling of fill, prohibiting roadside parking or staging; AND
      2. Prohibiting filling activities on Saturdays, Sundays and statutory holidays and restricting operations to the hours between 7:00 a.m. and 5:00 p.m. any other day of the week; AND
      3. Execution and monitoring of Erosion and Sediment Control (ESC) measures as prescribed by Able Geotechnical Ltd. and as required per provincial best management practices; AND
      4. Implementation of all geotechnical recommendations for site preparation, foundation design and field review as recommended by Able Geotechnical Ltd.; AND
      5. Compliance with all relevant legislation and permitting requirements, including municipal, regional, provincial and federal jurisdictions; OR
    1. Other.

Alina Torres, Manager Engineering and Facilities, to provide an overview of a Soil Removal and Fill Deposit application required to sufficiently prepare the subgrade soil prior to the construction of a Single Family Dwelling and two Auxiliary Structures at 19831 McNeil Road. 

  • Recommended Motion:

    THAT Council:

    1. Approve the issuance of a Soil Removal and Fill Deposit Permit for 19831 McNeil Road to import 5271 m3 of fill, with the following conditions:
      1. Issuance of a Highway Use Permit for hauling of fill, prohibiting roadside parking or staging; AND
      2. Prohibiting filling activities on Saturdays, Sundays and statutory holidays and restricting operations to the hours between 7:00 a.m. and 5:00 p.m. any other day of the week; AND
      3. Execution and monitoring of Erosion and Sediment Control (ESC) measures as prescribed by Braun Geotechnical Ltd. and as required per provincial best management practices; AND
      4. Implementation of all geotechnical recommendations for site preparation, foundation design and field review as recommended by Braun Geotechnical Ltd.; AND
      5. Approval of the Agricultural Land Commission reconsideration request for ALC Application 61049; AND
      6. Compliance with all relevant legislation and permitting requirements, including municipal, regional, provincial and federal jurisdictions; OR
    1. Other.
