  • Recommended Motion:

    THAT the following item be received into the record:

Letter dated November 19, 2021 from Office of the Ombudsperson providing a quarterly report for the period July 1, 2021 - September 30, 2021.

Samantha Maki, Director of Engineering & Operations, and Justin Hart, Manager of Major Projects, to provide a high-level overview of the Project Partnering Agreement (“PPA”) for the Harris Road Underpass (the “Project”), including a summary of select components within the PPA, benefits of executing the PPA, and next steps.

  • Recommended Motion:

    THAT Council:

    1. Approve the execution of the Project Partnering Agreement for the Harris Road Underpass Project as presented at the November 30, 2021 Closed meeting of Council; AND

    2. Authorize the Mayor and Corporate Officer to execute all documents related to this matter; AND

    3. Direct staff to work with the Vancouver Fraser Port Authority and Canadian Pacific to publicly release the Project Partnering Agreement for the Harris Road Underpass Project, with select redactions, as soon as reasonably possible following execution; OR

    4. Other.

  • Recommended Motion:

    THAT Council:

    1. Adopt the Public Art Steering Committee Repeal Bylaw No. 2911, 2021; OR
    2. Other.

This item was initially considered by Council on December 7, 2021, but was referred by Council to the Agricultural Advisory Committee ["AAC"] to consider minimum lot size of 10 acres vs 20 acres for additional residences. Anne Berry, Director of Planning & Development, is now bringing back the original report and bylaws with a verbal update from the AAC. 

  • Recommended Motion:

    THAT Council:

    1. Grant first and second readings to Zoning Amendment Bylaw No. 2910, 2021 regarding limited residential flexibility in the Agricultural Land Reserve; AND
    2. Waive the requirement for a public hearing pursuant to Section 46 of the City of Pitt Meadows Development Procedures Bylaw and Section 464(2)of the Local Government Act; OR
    3. Other.

Anne Berry, Director of Planning & Development, to present Council with a revised draft Official Community Plan (OCP) and provide an overview of the changes made to the plan since it was last presented to Council.

  • Recommended Motion:

    THAT Council:

    1. Affirm that they have considered Official Community Plan Bylaw No. 2864, 2020 in conjunction with the City’s financial plan and waste management plans as per section 477 of the Local Government Act; AND
    2. Refer Official Community Plan Bylaw No. 2864, 2020 to the Agricultural Land Commission for comment; AND
    3. Grant second reading to Official Community Plan Bylaw No. 2864,2020 as amended and presented to Council on December 14, 2021; AND
    4. Direct Staff to coordinate a public hearing for the Official Community Plan Bylaw No. 2864, 2020 in Q1 of 2022; OR
    5. Other.

Cheryl Harding, Director of Financial Services, to provide an overview of the loan authorization bylaw for the construction and related costs of the new RCMP Detachment, and to repeal an obsolete temporary borrowing bylaw as part of necessary housekeeping.

  • Recommended Motion:

    THAT Council:

    1. Direct staff to include the Police Building Project of $20 million in the 2022 to 2026 Five Year Financial Plan Bylaw; AND

    2. Grant first, second and third readings to the Police Building Loan Authorization Bylaw No. 2913, 2021 which will initiate the process of obtaining funding through the Municipal Finance Authority of British Columbia (“MFA”) for the construction and related costs of the Police Building Project ; AND

    3. Grant first, second and third readings to the Temporary Borrowing Repeal Bylaw No. 2912, 2021; OR

    4. Other.
