Council to deliberate on the 2022 Budget.

    1. Approve $20,000 from the General  Operating Reserve to engage the services of an external consultant to carry out Council and staff education and to provide advice in the development of an internal plan in the subject of Equity, Diversity and Inclusion; OR

    1. Direct staff to proceed with the planning for Annual Pride initiatives, and to incorporate $5,000 into the annual operating budget to be funded through taxation; OR

    1. Review and approve Option 2 – Exterior Ramp for the Heritage Hall Accessibility Project for a one-time capital cost of $155,000 in 2022 and an annual operating cost of $1,000. Capital project to be funded $105,000 from the General Facilities Reserve and $50,000 anticipated from a provincial accessibility grant; OR
    2. Other.

    1. Endorse spending up to $20,000 to hire a consultant to develop an Urban Forestry Strategy for the City; OR

    1. Receive for information the “Parking Lot Items from November 22, 2021 Business Planning” Staff Report as presented to Council on December 13, 2021; OR

    1. Approve the operating and capital budgets as presented on November 22, 2021 and November 29, 2021; AND
    2. Direct staff to prepare the consolidated 2022 to 2026 Financial Plan Bylaw and Utility Fee Bylaws based on the budgets and decisions made on November 22, 2021, November 29, 2021 and December 13, 2021; OR

    1. Approve the select 2022 capital projects as presented to Council in the ‘2022 Capital Project Pre-Approval’ staff report dated December 6, 2021; OR
