Supt. Wendy Mehat together with Insp. Adam Gander and Sgt. Lyndsay Irwin, to present Council with an overview of the RCMP's statistics, challenges and accomplishments for 2021.

Jeff Edwards, Joe Van Humbeck and Mike LoVecchio from CP Rail to participate and share findings of recent community engagement regarding the proposed Logistics Park.

Reconvene the public hearing for Bylaw No. 2897, 2021 related to rezoning application for 19560 Hammond Rd., to rezone from RS (Large Lot Residential) to R-2 (Small Lot Residential) to subdivide the property into four lots.  This public hearing was first introduced at the February 1, 2022 Regular Meeting of Council.  

One written submission received prior to the agenda production deadline.

  • Recommended Motion:

    THAT the following items be received into the record:

Items released from Closed Council Meetings as per Council's direction on February 1, 2022 for items September - December 31, 2021.

Letter dated February 7, 2022 from Sav Dhaliwal, Metro Vancouver Board, appointing Mayor Dingwall as Chair of the Flood Resiliency Task Force.

Quarterly report from Jay Chalke, Ombudsperson, for Q4 2021 (October 1 - December 31).

Anne Berry, Director of Planning & Development, to present introductory Staff Report to Council prior to the Developer holding a neighbourhood information session.

  • Recommended Motion:

    THAT Council:

    1. Receive for information the Staff Report titled “Proposed Development of 19261, 19267, 19275, 19285, 19293 Hammond Road” as presented at the February 15, 2022 Council Meeting; AND

    2. Direct staff to convey Council’s preliminary thoughts to assist the developer when submitting a development proposal; OR

    3. Other.

Samantha Maki, Director of Engineering & Operations, to present new bylaws for Council's consideration. 

  • Recommended Motion:

    THAT Council:

    1. Grant first, second and third readings to Sanitary Sewer & Drainage Bylaw No. 2890, 2021; AND

    2. Grant first, second and third readings to Waterworks Bylaw No. 2891, 2021; OR

    3. Other.

Anne Berry, Director of Planning & Development, to present the development permit application for a six-lot residential subdivision.

  • Recommended Motion:

    THAT Council:

    1. Authorize issuance of Development Permit No. 2021-008 for Proposed Lots 2 to 7 as shown on the subdivision plan for 19089 Advent Road prepared by Terra Pacific Land Surveying Inc. dated March 12, 2020; AND

    2. Waive the 10% lot perimeter frontage requirement in accordance with Local Government Act s. 512(2) for Proposed Lots 5, 6 and 7 as shown on the subdivision plan for 19089 Advent Road prepared by Terra Pacific Land Surveying Inc. dated March 12, 2020; OR

    3. Other.

Mark Roberts, Chief Administrative Officer, to provide an update and next steps in the borrowing process following Ministerial approval.

  • Recommended Motion:

    THAT Council:

    1. Adopt the Police Building Loan Authorization Bylaw No. 2913, 2021 which will initiate the process of obtaining funding through the Municipal Finance Authority of British Columbia (“MFA”) for the construction and related costs of the Police Building Project; OR
    2. Other.

Anne Berry, Director of Planning & Development, to present for adoption Zoning Amendment Bylaw No. 2868, 2020 that if adopted will allow the rezoning of the property at 19330 Davison Rd and permit subdivision into two lots.

  • Recommended Motion:

    THAT Council:

    1. Adopt Zoning Amendment Bylaw No. 2868, 2020 to rezone the property at 19330 Davison Rd from R-1 (Medium Lot Residential) to R-2 (Small Lot Residential); OR

    2. Other.
