J. CONSENT AGENDA

THAT the following items be received into the record and respective Staff recommendations, where applicable, be approved by Council:

(1) Strategy for Rural Economic Development Through Health Care (Page 37)  Correspondence received from the Village of Kaslo dated July 23, 2020 requesting support to call upon the Government of BC to build a strategy to expand rural community health care services.



(2) National Pharmacare Program Call to Action (Page 39)  Correspondence received from Councillor McGowan, Town of Comox, received August 12, 2020 requesting support for the implementation of a universal, comprehensive, public pharmacare plan.



(3) Rett Syndrome Awarenesss Month (Page 41)  Correspondence received from the Rett Syndrome Society of BC dated August 19, 2020 requesting Council recognize the month of October as Rett Syndrome Awareness Month.



K. STAFF/OTHER REPORTS

1. COVID Departmental Update

Staff to provide a verbal update on City business and services as they relate to COVID-19.

2. Parks, Recreation & Culture Master Plan

Diane Chamberlain to provide a verbal update to Council on the development of the Parks, Recreation & Culture Master Plan.

3. 2021 Permissive Tax Exemptions (File 05-1900-05/20)(Page 42)

THAT Council:

A. Direct staff to decline the application for tax exemption from 2021 property taxes from the following organization:

A.1 Coastal Church #102 - #105 12099 Harris Road; OR

B. Other.


4. School District 42 Eligible School Sites Proposal (File 6410-01-2020)(Page 89)

THAT Council:

A. Accept the School Board’s resolution of proposed eligible school site requirements for the School District as outlined in their correspondence dated July 22, 2020; OR

B. Other.


L. BYLAWS & PERMITS

1. Official Community Plan Amendment Application for the North Lougheed Area Plan (File 6480-20-2020-06)(Page 100)

THAT Council:

A. Grant first and second readings to the City of Pitt Meadows Official Community Plan Amendment Bylaw No. 2869, 2020 as presented at the September 15, 2020 Council Meeting; AND

B. Direct staff to organize a public hearing at an upcoming regular Council meeting; OR

C. Other.


2. Rezoning Application for 19072 Advent Road (File 3360-20-2020-01)(Page 191)

THAT Council:

A. Grant first and second readings to Zoning Amendment Bylaw No. 2857, 2020 to rezone the property at 19072 Advent Road from RS (Large Lot Residential) to Multi-Family Residential 6 (RM-6); AND

B. Direct staff to schedule a Public Hearing for an upcoming Regular Meeting of Council; OR

C. Other.


3. Official Community Plan and Zoning Amendment Application for 19089 Advent Rd (File 6480-20-2020-02)(Page 238)

THAT Council:

A. Grant first reading to OCP Amendment Bylaw No. 2865, 2020 and direct the applicant to host a public information meeting in accordance with Council Policy C015; AND

B. Grant first reading to Zoning Amendment Bylaw No. 2866, 2020 and direct the applicant to complete an arborist report, including a tree inventory and identification of trees to be retained and protected; AND

C. Grant first and second readings to Heritage Designation Bylaw No. 2867, 2020; AND

C.1 Direct the applicant to have a report completed in accordance with section 612 (5) of the Local Government Act; AND

C.2 Require a Heritage Revitalization Agreement be completed before third reading is considered; AND

D. Include the Japanese Canadian Meeting Hall at 19089 Advent Road on the City’s Heritage Registry as per the attached Statement of Significance; OR

E. Other.

* Presentation materials, including PowerPoints, videos and handouts, will not be accepted or presented to Council.
* Communications will NOT be announced or heard by Council during Question and Comment Period if the communication pertains to any of the following:
* Any matter pertaining to a bylaw or zoning application that is the subject of a public hearing and has not yet been adopted;
* Any matter that is before the courts, has been the subject of a claim for damages, or pertains to active requests for proposals; 
* Requests for financial or in-kind support;
* The promotion of commercial goods or services;
* Other topics deemed inappropriate, vexatious, frivolous, defamatory in nature, or contain abusive language.
* The Corporate Officer reserves the right to limit or defer questions and comments from the public due to time constraints or inappropriate content.
