A. Appoint the Manager of Administration Services (Corporate Officer) as the 2018 Local Government Elections Chief Elections Officer pursuant to Section 58(1) of the Local Government Act and further appoint the Deputy Clerk as the 2018 Local Government Elections Deputy Chief Elections Officer to administer and conduct the 2018 general local elections.; AND

B. Grant first and second readings to Council Procedure Bylaw Amendment Bylaw No. 2786, 2018 that reflects required legislative changes to the date of the Inaugural Council meeting (November 6, 2018 for the ensuing election); OR

1.2 Council Report Template - New Approach/Guidelines. (FILE 01-0110-01/18) (Page 63) THAT Council:

A. Receive, for information, the report from the Manager of Administration Services (Corporate Officer) titled “Council Report Template – New Approach/Guidelines” dated December 28, 2017; and

B. Approve the new Council Report Template per “Attachment A” to this report; OR

1.3 Annual Renewal, Leases and Licenses to Occupy Municipally Owned Property and Contract for Services. (FILE 02-0870-01) (Page 76) THAT Council:

A. Approve a 3.0% CPI increase to apply to leases and licenses that have an annual increase within the terms of the leases and licenses; AND

A.1 Direct staff to renew the Lease between the City and the Pitt Meadows Heritage and Museum Society located at 12294 Harris Road as per the terms and conditions of the proposed Lease agreement attached to this report as Attachment B, and request that the Mayor and Corporate Officer execute the Contract; AND

A.2 Direct staff to renew the Licence to Occupy between the City and Stomping Grounds Coffee House located at 10931 Barnston View Road as per the terms and conditions of the proposed Licence to Occupy agreement attached to this report as Attachment C, and request that the Mayor and Corporate Officer execute the Contract; AND

A.3 Direct staff to renew the Licence to Occupy between the City and Pitt Meadows Community Garden Society located at 11410 Bonson Road as per the terms and conditions of the proposed Licence to Occupy agreement attached to this report as Attachment D, and request that the Mayor and Corporate Officer execute the Contract; AND

A.4 Direct staff to renew the License to Occupy agreement between the City and Halo Sawmill with respect to the facility located at 17700 Fraser Dyke Road as per the terms and conditions of the proposed License to Occupy agreement attached to this report as Attachment E, and request that the Mayor and Corporate Officer execute the Contract ; AND

B. Direct staff to issue an RFP to seek revenue opportunities for advertising at the billboard locations vacated due to the termination of the Agreement; OR

A. Direct the Corporate Officer to file a Notice in the Land Titles Office in accordance with Section 57 of the Community Charter due to contraventions of the City of Pitt Meadows Grow Operation Bylaw No. 2202, 2005 and the City of Pitt Meadows Building Bylaw No. 2131, 2003 for the property legally known as: 19072 Advent Road, Pitt Meadows, BC PID:  005-740-033 Lot 1 Section 36 Block 6 North Range 1 East New Westminster District Plan 59310; OR

1.7 Council Appointments to Boards and Committees. (Page 140) THAT Council:

A. Approve the 2018 Council Liaison Appointments as identified on the list attached to the January 9, 2018 Regular Council Meeting Agenda; AND

B. Appoint Councillor Bill Dingwall to the Fraser Valley Regional Library (FVRL) Board and Councillor Mike Stark as the Alternate.

A. Pursuant to Section 77 of the Land Title Act reappoint Lisa Grant Manager of Community Development from Municipal Deputy Approving Officer to Municipal Approving Officer for the City of Pitt Meadows; AND

B. Pursuant to Section 77 of the Land Title Act appoint Forrest Smith, Director of Engineering and Operations as the Municipal Deputy Approving Officer for the City of Pitt Meadows; OR
