Public Hearing for Zoning Amendment Bylaw No. 2932, 2022, to permit an additional residence in the ALR (90 m²) on a property less than 8 ha and that does not have farm status.

  • Recommended Motion:

    THAT the following items be received into the record:

Letter dated February 8, 2023, to Metro Vancouver presenting the City of Pitt Meadows’ nomination of Travis Hopcott for membership on Metro Vancouver’s Agricultural Advisory Committee.

Maple Ridge News Article dated February 10, 2023 outlining the proposed changes to the electoral district for Pitt Meadows - Maple Ridge riding.

Letter dated January 9, 2023 from Dwayne McDonald Deputy Commissioner, Commanding Officer, RCMP regarding appreciation of meeting in September 2022 at UBCM.

Chantal Gemperle, Manager of Building & Bylaw Services, together with Carolyn Baldridge, Manager of Communications & Community Engagement, to present Council with a residential building permit awareness campaign to inform the community of the requirements and importance of building permits.

  • Recommended Motion:

    THAT Council:

    1. Receive for information the staff report entitled “Building Permit Awareness Campaign” dated February 3, 2023; OR

    2. Other.

Staff to provide an annual update of the City’s leases, licenses and park caretaker agreements.

  • Recommended Motion:

    THAT Council:

    1. Direct staff to pursue or renew agreements as outlined in Attachment A of the Summary of Annual Renewal Leases, Licences to Occupy Municipally Owned Property and Park Caretaker Agreements report dated February 17, 2023 ; AND

    2. Approve a 6.8% CPI increase to agreements that have an annual CPI increase stated within the existing agreement terms.; AND

    3. Approve the reclamation of space in the Annex Building currently occupied by BC Emergency Health Services to create additional office space for City staff; OR

    4. Other.

  • Recommended Motion:

    THAT Council:

    1. Receive for information the report titled, “Updates to Agricultural Land Commission Policies” presented at the February 28, 2023 Public Council Meeting; AND

    2. Resolve that all requests to exclude land from the Agricultural Land Reserve by private landowners be deferred until a Council Policy is developed to address these requests and plan for creation of a policy in the 2024 Business Plan; AND

    3. Direct staff to prepare bylaws to limit farm retail sales area to a maximum gross floor area of 300 m²; AND

    4. Direct staff to include in the forthcoming Council policy for Cannabis Retail Stores the preference that cannabis retail stores be located within the urban area; AND/OR

    5. Other.

Colin O'Byrne, Manager of Planning, to present Council with a Development Variance Permit application to vary the maximum permitted height for two Freestanding Signs, and vary the height and area of one Directional Sign for the Maple Ridge Volkswagen and General Motors at 12150 Golden Ears Way.

  • Recommended Motion:

    THAT Council:

    1. Approve the issuance of Development Variance Permit No. 2023-002 for 12150 Golden Ears Way as presented at the February 28th, 2023 Regular Meeting of Council; OR

    2. Other.

Following a public hearing, Council to consider granting third reading and adoption of the bylaw to rezone the property at 19085 119 Ave (PID 027-242-269) to facilitate development of Metro Vancouver’s non-market housing and childcare project.

  • Recommended Motion:

    THAT Council:

    1. Grant third reading and adopt Zoning Amendment Bylaw No. 2927, 2022, which if adopted would permit the rezoning of the property at 19085 119 Ave to facilitate development of Metro Vancouver’s non-market housing and childcare project; AND

    2. Adopt Development Cost Charges Reduction Bylaw No. 2928, 2022; OR

    3. Other.

Discharge of Firearms Bylaw Amendment No. 2938, 2023 received first three readings on January 24, 2023.

  • THAT Council:

    1. Adopt the Discharge of Firearms Amendment Bylaw No. 2938, 2023; OR 
    2. Other.
