(1) Food Flows in Metro Vancouver: Study Results (Page 10) Letter from Sean Galloway, Director Regional Planning & Electoral Area Services with Metro Vancouver, regarding results of a recent study that describes the movement of food across the regional district boundaries including imports, exports and the method used to transport the basic food commodities.

1. CP’s Proposed Expansion of Intermodal Facility (Page 20)

Mayor Dingwall and CAO, Mark Roberts to provide a verbal report on CP's announcement of plans for a Logistics Park in Pitt Meadows, and the City's formal response.

THAT Council:
A. Direct the Chief Administrative Officer to obtain an environmental study to determine associated health and environmental impacts of CP Rail’s operations along the rail corridor in Pitt Meadows, including but not limited to, baseline measurements of pollutants and carcinogens and their relation to regulatory standards, if the City is not satisfied with environmental study results and information provided by CP Rail; OR

5. Policy Amendments: C079 Public Events where Alcohol is Permitted - City Properties, C081 Facility Rental Fee Waivers, C083 - Programs and Admission Fee Subsidization, C089 - Sport Field Closure (File 01-0340-50/20)(Page 42)

Carleen McDowell, Manager of Recreation & Culture, to present policy updates for several Parks, Recreation & Culture policies as identified in the 2020 Business Plan.

THAT Council:
A. Approve the amendments to Council Policy C079 ’Public Events where Alcohol is Permitted - City Properties’; AND

B. Approve the amendments to Council Policy C081 ’Facility Rental Fee Waivers’; AND

C. Approve the amendments to Council Policy C083 ’Program and Admission Fee Subsidization’; AND

D. Approve the amendments to Council Policy C089 ’Sport Field Closures’; AND

6. Airport Way Noise Barrier Feasibility Study (File 11-5240-01/20)(Page 60)

Salia Ahrabian, Manager of Engineering & Facilities, to present a summary of the feasibility study recently completed for a localized noise barrier along the south side of Airport Way.

THAT Council:
A. Receive for information the Staff Report titled ’Airport Way Noise Barrier Feasibility Study’ as presented at the December 8, 2020 Council Meeting; AND

B. Direct staff to include a 4.5m tall localized sound attenuation wall along the south side of Airport Way on the list of considered projects during the next DCC Program and Bylaw Update; AND

C. Direct staff to request and negotiate a fair contribution from Onni towards the sound attenuation wall cost, recognizing the majority of sound impacts arise from their Golden Ears Light Industrial Business Park traffic activities while also adhering to Good Neighbour principles; OR

D. Other.


L. BYLAWS AND PERMITS

1. Official Community Plan, Zoning Amendment and Heritage Designation Application for 19089 Advent Road (File 6480-20-2020-20)(Page 77)

Anne Berry, Director of Planning & Development, to provide an update to Council regarding the 6-lot subdivision project and Japanese Canadian Hall heritage building site located at 19089 Advent Road.

THAT Council:
A. Grant second reading to OCP Amendment Bylaw No. 2865, 2020 and Zoning Amendment Bylaw No. 2866, 2020; AND

B. Approve amendments to Heritage Designation Bylaw No. 2867, 2020; AND

C. Rescind the requirement a Heritage Revitalization Agreement be completed before third reading is considered; AND

D. Schedule a public hearing for OCP Amendment Bylaw No. 2865, 2020, Zoning Amendment Bylaw No. 2866, 2020 and Heritage Designation Bylaw No. 2867, 2020, subject to:

D.1 Receipt of heritage report completed in accordance with section 612 (5) of the Local Government Act; OR

2. Highway and Traffic Bylaw Repeal & Replacement and Associated Bylaw Notice Enforcement Amendment Bylaw No. 2840, 2020 (Page 131)

THAT Council:
A. Adopt the new Highway and Traffic Bylaw No. 2836, 2020 which eliminates redundancies, updates terminology, clarifies parking restrictions and better aligns with provincial regulations; AND

C. Adopt the Bylaw Notice Enforcement Amendment Bylaw No. 2840, 2020, to align with the re-numbering in the new Highway and Traffic Bylaw; OR

As per the Community Charter (ss. 132-133), the Chair at a council meeting must preserve order. If the Chair considers that another person at the meeting is acting improperly or disrupting the council meeting, that person's behavior will be addressed. The Chair may order the person expelled from the meeting should the person choose to not adhere to the decisions of the Chair.
The following guidelines apply to the Question and Comment Period for all Council Meetings:

* Those appearing before Council should address their questions or comments to the Chair;
* The Mayor is to be addressed as Mayor Dingwall and Councillors by that Councillor's surname preceded by Councillor. If Council wishes to pass a motion as a result of input received during the Question Period relative to an issue that is not on the agenda, a motion to temporarily suspend the rules is required.
