1. Fraser Valley Regional Library (FVRL)

Shawna Kristin, Library Manager, FVRL, to update Council and highlight reopening plans for the library including an overview of summer programs/services available to the community.

2. Noise Mitigation Plan for YPK

Guy Miller, Airport Manager, to present to Council an overview of the Pitt Meadows Airport noise mitigation plan including overview of flight traffic, engagement opportunities and next steps.

J. CONSENT AGENDA

THAT the following items be received into the record and respective Staff recommendations, where applicable, be approved by Council:

(1) Restorative Justice Program- 2019 Annual Report (Page 14) Annual Report received from Ranjit Kingra, Community Services, dated June 30, 2020, outlining the 2019 achievements and statistics for the Restorative Justice Program.

1. COVID-19 Update

Staff to provide a verbal update on City business and services as they relate to COVID-19.

2. Corporate Services - Departmental Update

Stephanie St. Jean, Director of Corporate Services, to provide a departmental update to Council on operational priorities and challenges in light of the COVID-19 pandemic.

3. Amendments to Council Policy C041 - ’Public Hearing Process and Statement’ (File 01-0340-50/20)(Page 18)

THAT Council:

A. Approve the amendments to Council Policy C041 ’Public Hearing Process and Statement’ as presented at the July 14, 2020 meeting of Council; OR

B. Other.


L. BYLAWS & PERMITS

1. Bylaw Updates Pertaining to the Pitt Meadows Gun Club (File 09-3900-02/17)(Page 35)

THAT Council:

A. Give first, second and third readings to Noise Control Bylaw Amendment Bylaw No. 2858, 2020 which:

A.1 confirms regular operating hours for outdoor shooting  ranges to be limited to Wednesday evenings (6pm-9pm) and Sundays (10am-4pm);

A.2 permits outdoor shooting ranges to host up to eight (8) additional special events per year with no more than two (2) additional special events per month; AND

A.3 permits flexibility of operating hours during those additional special events, between 9am and 6pm, but not to exceed an eight (8) hour duration per special event; AND

B. Direct staff to work with the Pitt Meadows Gun Club to develop a section 219 Covenant regarding environmental testing and monitoring; AND

C. Adopt Discharge of Firearms Bylaw Amendment Bylaw No. 2802, 2018; AND

D. Adopt Bylaw Notice Enforcement Amendment Bylaw No. 2804, 2018; AND

E. Rescind direction to Staff to seek a ’Good Neighbour Agreement’ related to the Pitt Meadows Gun Club; OR

F. Other.

* Only one (1) email per community member will be considered per Question and Comment period;
* Each email submission must include a subject line identifying the topic of the email, as well as the community member's full name and city of residence. 
* Presentation materials, including PowerPoints, videos and handouts, will not be accepted or presented to Council.
* Communications will NOT be announced or heard by Council during Question and Comment Period if the communication pertains to any of the following:
* Any matter pertaining to a bylaw or zoning application that is the subject of a public hearing and has not yet been adopted;
* Any matter that is before the courts, has been the subject of a claim for damages, or pertains to active requests for proposals; 
* Requests for financial or in-kind support;
* The promotion of commercial goods or services;
* Other topics deemed inappropriate, vexatious, frivolous, defamatory in nature, or contain abusive language.
* The Corporate Officer reserves the right to limit or defer questions and comments from the public due to time constraints or inappropriate content.
* Emails received prior to the meeting will be read out during the first Question & Comment period, in the order that they are received. Emails received during the Council meeting, pertaining to decisions made by Council that evening, will be prioritized and read during the second Question & Comment Period.
