Council to deliberate on the 2024 budget following the Business Planning presentations on November 27 and 28, 2023.

    THAT Council:

    1. Approve a $150,000 expenditure from the Local Government Climate Action Program Provincial (LGCAP) Grant Fund to support the development of a Climate Action Plan; OR
    2. Other.

THAT Council:

  1. Approve a $21,500 expenditure from the Local Government Climate Action Program Provincial Grant Fund for the development of an Invasive Species Management Plan; OR
  2. Other.

    THAT Council:

    1. Approve a $130,000 expenditure from the General Operating Reserve to hire a consultant to prepare a masterplan that will guide the future redevelopment of the civic centre area; OR

    1. Approve a $30,000 expenditure from the General Operating Reserve to support the development of an Accessibility Plan; OR

Direct staff to proceed with the detailed design and construction of a Double Artificial Field, inclusive of lighting, grandstands, landscaping and additional parking with funding in the amount of $5,230,000 from the Community Amenity Reserve and $5,370,000 from the “Growing Communities Fund” Provincial Grant, and an annual Operating Budget of $56,000 funded by taxation at the time of completion; OR
    2. Other.

    1. Direct staff to proceed with the detailed design and construction of a Covered Multi-Sport Box, inclusive of a field house and additional parking with funding in the amount of $8,100,000 from the Community Amenity Reserve which would include $3,400,000 borrowed from the Sewer Reserve, and an annual Operating Budget of $49,000 funded by taxation at the time of completion; OR
    2. Other.

    1. Approve a one year trial of pausing the use of cross-street banners on Harris Road commencing January 1, 2024 and as presented at the November 27, 2023 Council Meeting; OR

    1. Approve an annual $20,000 expenditure from the General Operating Reserve to facilitate implementation of initiatives identified in the City’s Economic Development Strategy and as endorsed by the City’s Economic Development Advisory Committee; OR

Approve $295,000 additional funding towards the City’s tax funded asset replacement, which is equivalent to a 1.0% tax increase to achieve the funding requirements identified in the 2023 Asset Management Plan Report financial strategy to address the current funding gap and minimize the cumulative backlog; OR

    1. Direct Staff to maintain the existing annual Active Transportation capital budget of 100,000, funded from the Transportation Reserve; OR

Stephane Drolet, Fire Chief, to present on the Parking Lot item, Fire and Emergency Program Administrative Clerk, as identified by Council at the November 27, 2023 Business Planning Meeting.

  • Recommended Motion:

    THAT Council:

    1. Approve additional funding by a 2024 tax increase to increase the 0.5 FTE Fire and Emergency Program Administrative Clerk position to 1.0 FTE; OR

    2. Direct Staff to monitor the effectiveness of the part-time 0.5 FTE Fire and Emergency Program Administration Clerk position and report back to Council if further funding is needed; OR

    3. Other.

    1. Approve the operating and capital budgets presented on November 27 and 28, 2023; AND
    2. Direct staff to prepare the consolidated 2024 to 2028 Financial Plan Bylaw and Utility Fee Bylaws based on the budgets presented on November 27, 2023, November 28, 2023, and decisions made on December 11, 2023 and December 12, 2023 (if needed); OR
